Lisa L. Peña is the Director of Congressional Affairs at Voice of America, building support for VOA and its programs on the Hill. Peña draws on nearly 20 years of federal government and nonprofit experience. With expertise in appropriations and the federal budget, she has worked on federal infrastructure and international development programs. Prior to joining VOA, Peña worked as the Director of Policy, Budget, and Appropriations at InterAction, the largest U.S.-based alliance of international nonprofits. She served for eight years as the Deputy Assistant Secretary for Appropriations and Management at the U.S. Department of Treasury, where she advocated for funding and policies for the Treasury’s domestic and international programs. She also worked a professional staff member on the U.S. House of Representatives Committee on Appropriations, where she oversaw U.S. Department of Transportation programs. Early in her career, Peña worked on surface transportation policy and regulatory issues at the Transportation Security Administration. She received her Juris Doctor from The George Washington University Law School and her Bachelor of Arts from Mills College in Oakland, California.
